Sanitizing is a finishing step, never a substitute. Applied to a duct that has not been mechanically cleaned it perfumes the contamination for a few weeks and leaves every bit of it in place.

Why does my house smell musty when the AC runs?
Growth on the evaporator coil or in the drain pan, usually — the coil is wet whenever the system runs and it is dark. Sometimes it is moisture in the ducts themselves. The coil and pan are cleaned and treated, the drain is cleared, and the ducts are inspected. A musty smell that only appears when the system starts is almost always the coil.
